Ted Johnson says in a letter to Ramey that as a citizen he’s requesting a review of the facts contained in 70 pages obtained through FOIA of police complaints, reports and incidents involving Marshall.
Those pages include references to publicized incidents involving complaints to the City that Marshall sought to have someone “hit” a former Centralia resident. He reportedly told police that he wanted the man punched and not killed.
Johnson’s documents also cover an investigation into the armed robbery of an illegal poker game in which Marshall was one of the multiple players.
The documents also include Marshall’s recent arrest by Centralia police for alleged reckless driving. The documents, however, don’t include Marshall’s May 2019 arrest on an outstanding Monroe County warrant.
The warrant was reportedly issued in August of 2018 for his alleged failure to pay on a 2018 citation for driving 62 in a 45 mph zone.
The same day Marshall was arrested in Saline County on the Monroe County warrant he was cited in Hamilton County for speeding 15 to 20 mph over the limit and for expired vehicle registration.
He reportedly failed to pay or appear on those two citations and the more than $400 in fines have since been sent to collections.
Johnson’s letter notes that per Ramey’s statements during an April 23, 2019, special meeting that it is the City Manager and City Council’s obligation and oath to investigate Mayor-Elect Bryan Kuder’s residency and qualifications it should also be their obligation an oath to investigate City Councilman Andre Marshall.
