CARLYLE, IL — Two men are in the Clinton County Jail following a Thursday morning standoff in Carlyle that stemmed from a reported kidnapping. According to police, an unidentified adult female was being held against her will in an apartment in the 700 block of Eighth Street in Carlyle.

The report indicated a firearm was involved and that one of the suspects had allegedly assaulted a neighbor with a knife. Upon their arrival on the scene, officers were able to secure the safety of the victim and move her to a safe location.

The two male suspects, still inside the apartment, allegedly refused to leave the building. A police perimeter was secured around the building and members of the Illinois Law Enforcement Alarm System Region 8 tactical team responded, along with officers from the Albers and Breese Police Departments.

One of the suspects, 29-year-old Kyle J. Louvier, exited the building and surrendered to officers. The other, 28-year-old Christopher A. Mems, remained inside and reportedly refused to cooperate with officers. ILEAS team members entered the building and took Mems into custody without further incident.

Police would not comment on the reported knife attack involving a neighbor but did specify no one was injured in the standoff involving the two suspects.

The investigation continues and charges are pending.
