(Alton, IL) — Police in Alton have revealed that they’re investigating why two handcuffed men in a holding cell were pepper-sprayed by an officer. The incident happened January 26, but is only now being acknowledged in a statement from the department. In that statement, Police Chief Jason Simmons says the department considers the incident “very serious,” and he promises a complete investigation and appropriate disciplinary action.
