(East St. Louis, IL) — A Metro East man will serve 12 years in federal prison after he pleaded guilty to selling a fatal dose of heroin in 2013. Glenn Lowers was sentenced Wednesday in East St. Louis federal court. He admitted in November that he sold a ten dollar button of heroin to Joshua Shelton, who died the next day.
